PRESS STATEMENT
KUALA LUMPUR (4 APRIL 2023) – The Human Rights Commission of Malaysia (SUHAKAM) welcomes the passing of the abolition of the mandatory death penalty for 11 mandatory offenses. The decision to remove the mandatory death penalty is consistent with the Commission’s advocacy efforts and aligns with Article 5 of the Federal Constitution, which outlines a comprehensive framework for safeguarding the fundamental liberties of all Malaysians.
SUHAKAM takes pride in the fact that past and present Commissioners were part of the “Special Committee to Review Alternative Sentences to the Mandatory Death Penalty” that provided input to the Bill. The Commission thanks the members of the Committee for their efforts in shaping this important legislation.
SUHAKAM believes that the elimination of the mandatory death penalty is a positive step towards the ratification of the United Nation Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment (UNCAT).

KUALA LUMPUR (4 APRIL 2023) – Suruhanjaya Hak Asasi Manusia Malaysia (SUHAKAM) mengalu-alukan pemansuhan hukuman mati mandatori bagi 11 kesalahan. Keputusan tersebut sejajar dengan usaha advokasi Suruhanjaya serta Perkara 5 Perlembagaan Persekutuan yang menggariskan kerangka komprehensif untuk melindungi kebebasan asasi semua rakyat Malaysia.
SUHAKAM berbangga dengan penglibatan Pesuruhjaya dan mantan Pesuruhjaya sebagai ahli Jawantankuasa Khas untuk Mengkaji Hukuman Alternatif Kepada Hukuman Mati Mandatori dalam memberikan input kepada Rang Undang-undang tersebut. Suruhanjaya menghargai semua ahli Jawatankuasa atas usaha mereka ke arah penggubalan undang-undang yang penting ini.
SUHAKAM percaya bahawa penghapusan hukuman mati mandatori merupakan suatu langkah positif ke arah ratifikasi Konvensyen Pertubuhan Bangsa-Bangsa Bersatu Menentang Penyeksaan dan Layanan atau Hukuman Lain yang Zalim, Tidak Berperikemanusiaan, atau Menjatuhkan Maruah (UNCAT).
