PRESS STATEMENT 

KUALA LUMPUR (25 MAY 2023) – The SUHAKAM Annual Report for the year 2020 has been tabled in Parliament and is scheduled to be debated on June 6, 2023. This report sheds light on pressing human rights concerns in Malaysia in particular those which occurred during the Covid-19 pandemic. A dedicated chapter on Covid-19 and human rights highlights issues and steps in addressing the impact of the pandemic on human rights.  

The report highlights promotional and awareness raising of human rights activities which include development of human rights module for the Royal Malaysia Police and the Institute of Teacher Education. There was a total of 756 complaints were received during the Movement Control Order (MCO) and Conditional Movement Control Order (CMCO), with 375 complaints received by the Headquarters Office and 311 and 70 complaints from the Sabah and Sarawak Office, respectively. 

The report also addresses six thematic areas namely Indigenous People, human trafficking, refugees and asylum seekers, business and human rights, Islam and human rights and racism, racial discrimination, and xenophobia as well as other human rights issues.  

The designation of the inaugural Children’s Commissioner in 2019, along with the establishment of the Office of the Children’s Commissioner (OCC), highlights key areas of concern including child statelessness, the right to education, child marriage, and recommendations for the removal of reservations to the Convention on the Rights of the Child (CRC). 

SUHAKAM appreciates Prime Minister YAB Dato’ Seri Anwar Ibrahim’s unwavering support for human rights and YB Dato’ Sri Azalina Othman Said, the Minister in charge of Law and Institutional Reform, for her unstinting and consistent emphasis on the importance of tabling and debating the SUHAKAM Annual Report in Parliament. We earnestly hope that the Members of Parliament will take this opportunity to debate and deliberate critical issues on human rights.

KUALA LUMPUR (25 MEI 2023) – Laporan Tahunan SUHAKAM untuk tahun 2020 telah dibentangkan di Parlimen dan dijadualkan untuk perbahasan pada 6 Jun 2023. Laporan ini memberi fokus kepada isu hak asasi manusia yang meruncing di Malaysia khususnya ketika pandemik Covid-19. Bab khusus mengenai Covid-19 dan hak asasi manusia mengetengahkan pelbagai isu dan langkah dalam menangani kesan wabak tersebut terhadap hak asasi manusia. 

Laporan tersebut juga mengetengahkan mengenai aktiviti promosi dan peningkatan kesedaran hak asasi manusia termasuk pembangunan modul hak asasi manusia untuk Polis Diraja Malaysia (PDRM) dan Institut Pendidikan Guru (IPG). Sejumlah 756 aduan diterima sepanjang Perintah Kawalan Pergerakan (PKP) dan Perintah Kawalan Pergerakan Bersyarat (PKPB), dengan 375 aduan di Ibu Pejabat, 311 dan 70 aduan masing-masing daripada Pejabat Sabah dan Sarawak. 

Laporan itu juga membincangkan enam bidang tematik iaitu Orang Asli, pemerdagangan manusia, pelarian dan pencari suaka, perniagaan dan hak asasi manusia, Islam dan hak asasi manusia, perkauman, diskriminasi kaum dan xenofobia serta isu hak asasi manusia yang lain. 

Pelantikan Pesuruhjaya Kanak-Kanak yang pertama pada 2019, disusuli dengan penubuhan Pejabat Pesuruhjaya Kanak-Kanak (OCC) memberi fokus kepada bidang utama iaitu kanak-kanak tanpa kewarganegaraan, hak kanak-kanak untuk mendapat pendidikan, perkahwinan kanak-kanak serta cadangan untuk menarik balik reservasi di dalam Konvensyen mengenai Hak Kanak-kanak (CRC). 

SUHAKAM menghargai sokongan yang tidak berbelah bahagi daripada Perdana Menteri YAB Dato’ Seri Anwar Ibrahim terhadap hak asasi manusia serta YB Dato’ Sri Azalina Othman Said, Menteri di Jabatan Perdana Menteri (Undang-undang dan Reformasi Institusi), atas komitmen yang konsisten dan bersungguh-sungguh dalam menekankan keperluan agar Laporan Tahunan SUHAKAM dibentangkan dan seterusnya dibahaskan di Parlimen.  Besar harapan kami agar Ahli-ahli Parlimen mengambil peluang ini untuk membahaskan dan membincangkan isu-isu kritikal mengenai hak asasi manusia.
